One-time financial assistance
to the family members of the deceased serviceman
The Law of Ukraine "On Social and Legal Protection of Servicemen and Their Family Members" provides for one-time monetary assistance to the family members of a serviceman who died. During the period of martial law, such assistance amounts to 15,000,000 (fifteen million) hryvnias.
In order to receive one-time cash assistance for family members of the deceased, it is necessary to apply to the territorial collection center with an application, to which the following must be attached:

a copy of the passport

a copy of the RNKOPP

a certificate of no criminal record for collaborative activity

death certificate of a serviceman

statement of consent to the processing of personal data
The procurement centers receive the rest of the documents independently from the military units and submit a package of documents for consideration by the commission of the Ministry of Defense of Ukraine. The MOU commission makes a decision on the payment and the corresponding transfer of funds is carried out.
In order to speed up the procedure of collecting documents and submitting them to the MOU commission, you have the right to independently request the necessary documents and submit them to the TCC.

Who has the right to receive a one-time cash benefit for the deceased?

parents. In this case, it does not matter whether the father or mother cared for the deceased, if he or she is recorded as the father or mother, they are entitled to receive assistance.

one of the spouses who did not remarry. The term "spouse" implies an officially registered marriage. Therefore, a common-law wife or civil husband does not have the right to receive assistance, with the exception of cases when they were dependent on the deceased.

children who have not reached the age of majority. Including children who did not live together. Adult children also have the right to receive assistance, but on the grounds indicated below.

dependents of the deceased (deceased). This includes, for example, adult children who at the time of death were studying at a day hospital or had a disability and were dependent on the deceased, a common-law spouse who had a disability, or reached retirement age and is unable to work, etc.

How long does it take to review documents for receiving one-time cash assistance?
According to the legislation, the entire procedure should last within two months. In practice, it takes 5-8 months from the time of application to the receipt of funds. It should also be taken into account that not all 15 million are paid at once, but 20% of the amount is paid first, and the rest of the amount is divided over 40 months.

Depending on the reasons for refusal. Returning documents without review is an obvious violation, as the TCC is not authorized to make a decision on the merits of the application. Only the commission of the Ministry of Defense has the right to make a decision on the application. Therefore, the return of documents must be contested in court.
